EDUCATION REQUIRED
Associate’s degree with major course work in computer science, geography,
surveying, engineering, or a related field.
EXPERIENCE REQUIRED
Two years experience working with survey mapping or geographic information systems.
SUBSTITUTION
An equivalent combination of experience and training, demonstrating the required
knowledge and abilities, is qualifying.
SUMMARY OF ESSENTIAL DUTIES
Converts, creates, revises cadastral data using Computer Aided Drafting (CAD)
and Geographic Information Systems (GIS) software applications. Creates Assessor
maps from GIS application. Interprets legal documents such as right-of-way deeds,
property deeds, recording easements, surveys, plats road plans, and title transfer
instruments. May resolve conflicting boundary line measurements through comparison
of survey and deed records. Uses coordinate geometry to create and align geographic
data through bearing rotation and coordinate translation. Assists in development
of automated procedures for GIS based data entry and map production.
QUALIFICATIONS
Knowledge of: Principles and practices of cartography in manual, CAD and GIS
applications; Land transactions as a result of subdivision, partition plat,
deed and other instruments of title; coordinate geometry as it relates creating
maps from survey and legal descriptions; Oregon Department of Revenue Administrative
Rules as applied to the preparation of cadastral maps.
Ability to: Effectively operate and use various computers, computer-aided devices
and software such as graphic workstations, PCs and digitizer, printer, plotter;
Interpret, translate and analyze geographic data using coordinate geometry and
datum information; Conduct research of documents necessary for the construction
and update of GIS Cadastral database and Assessor maps; Evaluate the reliability
of input data; Read and interpret legal documents, maps and surveys; Conduct
title searches to determine property ownership; communicate effectively both
orally and in writing; determine and present information in cartographic and
statistical formats; perform accurate mathematical calculations; Document procedures;
Establish and maintain effective and respectful working relationships with the
public, other employees, and representative of other agencies.
